The founder of Localgiving, Marcelle Speller, has recently launched brevio.org. She wants to share a message to the 3rd sector community: “I want organisations to have a level playing field saving time and money when applying for grants. Brevio’s mission is for you to fill in a single online form for all your grants applications and continuously be notified when you match with new grants available in the system. Brevio launched in May, and we have over 300 charities on board so far and £250,000 in funds to be matched. • Mental Health Survey

The Care Forum has launched a survey to better understand the impact and response of the West of England voluntary, community and social enterprise (VCSE) sector in supporting service user mental health during the coronavirus (COVID-19) epidemic. The Care Forum’s Dialogue team has led the delivery of this research in partnership with the West of England Civil Society Partnership and Bristol, South Gloucestershire and North Somerset public health. The purpose of the research is: To better understand if West of England VCSE organisations are experiencing changing mental health risks and needs among service users in response to the coronavirus (COVID-19) epidemic. To understand whether regional VCSE organisations are experiencing any demand or capacity issues when supporting the mental health needs of service users. To better understand what support regional VCSE organisations need to meet the mental health needs of their service users during this time. By developing our understanding through this research, VCSE leaders such as The Care Forum and the West of England Civil Society Partnership, local authorities and regional commissioners will be able to improve strategic decision-making and support for the VCSE sector through this challenging time. By gathering strong data to understand the impact of the epidemic on our sector we can demonstrate the pivotal role VCSE organisations of all shapes and sizes have played in supporting local communities now and into the future. The Care Forum and its partners asks our friends and colleagues across the West of England VCSE sector to take a moment to complete this survey and share it widely. You can find the link for the survey here. Our social media post link is here. Further Questions & Research If you or your organisation has any questions about this research or you’d like to develop something similar in partnership with The Care Forum, please contact our research team: research@thecareforum.org.uk

  • Survival Fund

Julia and Hans Rausing have launched a new ‘Charity Survival Fund’. A total of £10 million will be made available to support charities in the UK, targeting small and medium size charities. The aim is to provide core funding to help charities overcome the impact of Covid-19, offsetting lost income. The charity funding gap has been brought into acute focus in recent weeks, with studies highlighting the stark reality that one in ten charities in the UK will be facing bankruptcy by the end of the year, due to falling income and rising demand for services. Julia and Hans Rausing commented: “The last few months have proven very difficult for individuals and organisations across the country, and in particular for charities who have seen their regular sources of funding dry up. “The Charity Survival Fund is designed to provide financial aid for many small and medium sized charities that are facing financial hardship. Their work is needed now more than ever, and we hope this new Fund helps bridge the financial gap until usual sources of income return to the sector.” This is the first time The Julia and Hans Rausing Trust will be open to accepting funding applications from charities. The Charity Survival Fund aims to reach charities across the UK whose annual income is below £5 million. Successful applicants will be charities that need financial aid to support the costs of existing programmes and their day to day work, rather than for expansionary purposes or to fund capital projects. The size of the grants on offer range from £1,000 to £250,000, with the aim of supporting approximately 200 charities across the country. There is a particular interest in receiving applications from charities not previously funded by the Trust. The deadline for application submissions is July 27th, with a formal announcement of the charities who have been awarded funds to be made in September. Since the start of the Covid-19 crisis, Julia and Hans Rausing have given £16.5 million of emergency donations to charities and organisations across the UK who are dealing with the impact of Covid-19 on their communities. In total, over 50 charities, all helping frontline workers and the most vulnerable in society, have been supported. This includes charities such as Fareshare, who are providing meals to vulnerable people across the UK, and a £5 million donation to the NHS Charities Together Covid-19 appeal. • Cabinet Question by 3SG

We asked the Banes Cabinet the following question on behalf of our members: Question "After 10 years of austerity, the Covid19 pandemic has shown how essential the VSCE community is to people's wellbeing and ability to be supported. Can we ask the Cabinet how they plan to ensure the most marginalised in our community and the charities that support them are not further impacted?" Answer "As the question highlights, Covid-19 has brought into sharp relief inequalities in our communities but also the key role of third sector organisations in improving people’s lives and supporting our most vulnerable. Our Compassionate Communities Hub has demonstrated how close working across a wide range of organisations can transform how we do this. I and my cabinet colleagues are determined that this approach will continue. It is also important that we design and develop this in close co-operation with the partners involved. So I am delighted that we now have a Compassionate Communities steering group to take this forward and I look forward to further strengthening our joint working with 3SG and other partners through this. Getting timely support for our third sector is particularly crucial at the moment and so we have also championed support for charities and community organisations through the Government’s Discretionary Grant scheme. To date this has delivered £125,000 of grants to our local community organisations." Councillor Dine Romero

  • Financial Recovery Plan

On 29th June the Council leader Dine Romero and Deputy Leader Richard Samuel joined Chief Executive Will Godfrey to discuss financial recovery plans and how best to work with communities, partners and central government to minimise the impact of Covid-19 on essential local services. Andy Rothery explained that the Total Council Gross Expenditure Revenue Budget for 2020/21 is £352 million. Adults, Children's and Public Health service cost £144 million. £66 million is generated via external inome of Fees and charges, Tourism and Commercial Estates which is the highest of any other similar Council in the country. £5.6 million down in lost parking and hertiage income compared to April/May last year. This equals £91,000 a day or 14% of daily spend on services. Expected loss of income is predicted to be £32 milion for 20/21 alongside increased expenditure of £10 million spent on supporting most vulnerable in social care and COVID-19 demands. This leaves a forecast deficit of £42 million. Council working towards a projected deficit of zero by looking for in year savings of £20 million by reviewing and reducing costs where demand has fallen, deferring projects, holding vacancies and using corporate mitigation. They will draw down on reserves of £11 milllion and also receive a Government grant of £10 million. Relevant questions and answers for 3rd Sector Q. Do the panel envisage a time when Local Authority financial planning will return to a pre COVID-19 position? Will this mean that the reductions in funding of services such as Early Years Specialist Education will be reversed in the near future?(Roz Lambert, First Steps Bath) A. Early days in terms of understanding the impact on budgets, so focusing on 20/21 year end but Council hoping these are one off measures and not proposing recurrent budget costs. Will Godfrey said the Government must address the longer term underfunding of Adult Social Care and crucial it is funded properly. Q. How will this impact air pollution? A. Clean Air Zone will not be affected and will arrive at beginning of 2021. More people have been cycling and walking which is positive. Council not lost long term focus on trying to take actions that reduce CO2 emissions. Q. The multi agency response to COVID-19 in Banes is rightly being held up as an exemplar nationally. Given the success of our partnership can we have confirmation that a portion of the £850,000 available from the Government can be used to support the long term future of the Hub? James Carlin 3SG A. The partnership and community response has been excellent and Dine would like to thank each and every volunteer as well as 3SG and Virgin Care. Will Godfrey said engagement with community and partners has been very positive and we are keen to retain as much of this as possible. Working in new ways can be a test for everyone but the benefit have been significant, we want to continue looking at opportunities to enage with communities via as many stakeholders as possible. We are going to have to work differently and enaging with different stakeholders will be an important of what we do. Q. Many 3rd sector organisations are being asked to make in year budgetary savings and longer term revisions to contracts. The sector wants to support Banes Council on shaping your strategy but can you provide assurance that our current funding will be protected and contracts will remain secure? James Carlin 3SG A. Will Godfrey said we want honest and open relationships because the circumstances we facing now are very different to earlier in the year. We want to work with a wide range of stakeholders. Council really values contribution the 3rd sector has played across Banes. Q. What happens if the Council cant balance the books? A. Council working extrmely hard to avoid this but in the worst case scenario a section 114 notice might have to be issued and UK commissioners would come and run the Council under intense scrutiny for a long period of time.
